Counterpart International is seeking a Chief of Party for an anticipated 5 year Civil Society Assessment and Strengthening program in Pakistan. With the support of Headquarters staff, the Chief of Party will provide overall project and staff management, financial oversight, donor relations and effective partnership development with local and international organizations. The Chief of Party should have a fluency and experience in the anticipated project areas of: capacity building; institutional strengthening; civil society research and assessment; training program design and delivery; grant-making; and promoting public-private partnerships. The Chief of Party will also be expected to be the official country representative of Counterpart International in Pakistan.

Description

DUTIES AND RESPONSIBILITIES:

Through close collaboration with the Counterpart Headquarters Management team, the COP will:
  • Provide vision, leadership, management and oversight of USAID-funded national civil society assessment and strengthening program.
  • Provide technical assistance to civil society organizations in Pakistan
  • Oversee all administrative, contracting, hiring, recruitment, financial and logistical aspects of the program.
  • Coordinate activities between office in Pakistan and Washington D.C. headquarters.
  • Recruit, hire and train all program staff. Establish clear job descriptions, reporting lines and sense of team.
  • Design procurement process and competitively select local program partners, consultants and service providers.
  • Conduct all donor and partner communications and negotiations.
  • Oversee organizational training, grant-making, technical assistance and communication project components.
  • Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
  • Develop strong organizational relationships and partnerships with local and national government authorities.
QUALIFICATIONS:
  • Minimum of 15 years experience working on international democracy and civil society development programs with an emphasis on civil society; research and assessment; organizational capacity building; and institutional strengthening.
  • A Masters Degree in International Development, Political Science, Public Policy or a similar field.
  • Previous USAID Chief or Deputy Chief of Party experience, preferably in Pakistan.
  • Previous work experience in Pakistan and a deep understanding of the challenges and opportunities in the country.
  • Technical areas of expertise including research and assessment, grant making, civil society promotion, training program design, and public-private partnerships.
  • Excellent public speaking writing skills in English. Knowledge of Urdu, Punjabi or Pashto desired.
