Duty station is Katine a Village in Soroti District in Uganda

Job Purpose

Reporting to the project Manager and working closely with other staff the monitoring and evaluation officer will provide technical support in the various stages of the various project cycle. They will be responsible for ongoing flow of information and for the coordination of trainings and field implementation activities with other project staff and communities and other stakeholders. Over all they will ensure that data is collected verified, analysed and interpreted to guide the designing of appropriate monitoring and evaluation tools.



- Develop an integrated and participative monitoring and evaluation and performance reporting framework that is appropriate for use within all components of the project and for all stakeholders
- Assist in development of project performance indicators and systems for monitoring and evaluation, reporting and logical framework analysis.
- Participate in capacity building for and with project staff, partners and collaborators to ensure understanding of the project outputs which should be specific, measurable and tailored to project implementation plans
- Work with project staff to document information in form of reports and papers and then disseminate them to the various stakeholders
- Develop and coordinate quality assurance systems and the review of standards and operations procedures in liaison with the project staff.
- Coordinate the development and implementation of an early warning system on the performance of projects
- Participate in development of proposals addressing the various needs of the projects
- To work with communities to develop community based information management systems
- Proper management of the large quantity of data and it’s analysis to provide appropriate information
- Do operational research and evaluation of the produced reports to write quarterly and annual progress reports of the project and to make guiding recommendations
- Receive and review Monitoring and evaluation reports from project teams and analyse them to obtain required project data
- Attend meetings relating to the project activities and also do physical visits to the projects to ensure logical flow of processes, indicators and interventions
- Participate in organizing project activity plans with both AMREF internal and external stakeholders
- Monitor and review both the financial and program side so as to ensure proper use of finances
- Perform any other duties assigned by the supervisor

Qualifications and experience

- A degree in social sciences, development studies, public health, humanities or any other relevant field
- A postgraduate degree/diploma in monitoring and evaluation
- Training in result based management, project management and training of trainers is desirable
- 3 years practical experience in monitoring and evaluation preferably in the health development field in an international NGO
- Proficiency in Excel, Access, EPI Info and other data management packages
- Experience in various reporting systems and using the participatory appraisal approach
- Experience developing community- based information management systems and large quantity data management
- Ability to deliver high quality results within tight deadlines and to work with various stakeholders in the government sector, donors and other NGOs with tact and diplomacy
- Experience Managing research consultants
- Willingness and ability to live in the project area (Katine/ Soroti)

- Excellent people skills, the ability to manage relationships and networking
- Strong verbal and written skills which are essential for research and report writing
- Able to deliver high quality results within tight deadlines
- Strong team orientation and professional maturity
- Possess strong analytical skills and should be results oriented
- Demonstrate high initiative and creativity
