Public Health Watch partners with civil society organizations in Nicaragua, Senegal, Ukraine, the United States, Vietnam and Zambia to monitor and evaluate national efforts to comply with the UNGASS Declaration of Commitment (DoC) and other international and regional HIV/AIDS commitments, with a particular focus on vulnerable and marginalized populations. Public Health Watch reports will also examine international efforts to support HIV/AIDS policy implementation, including by the Global Fund to Stop AIDS, TB and Malaria (GFATM) and bilateral funding programs such as the President's Emergency Plan for AIDS Relief (PEPFAR). The reports will conclude with concrete recommendations for the improvement of government and international HIV/AIDS policies.

The objective is to support harmonized monitoring and reporting systems that capture indicator data from programs. These systems are essential for effective program management and decision-making at all levels. CLPIR focuses on the following HIV/AIDS program areas:

home-based care (HBC); and
orphans and vulnerable children (OVC).

The Priorities for Local AIDS Control Efforts (PLACE) method is a rapid assessment tool to monitor and improve AIDS prevention program coverage in areas where HIV transmission is most likely to occur.

PLACE is designed for local program managers who want to know where to target resources to prevent new infections. PLACE systematically identifies gaps in current prevention programs, enhances the local use of the finding to improve program delivery, and monitors program coverage over time using easy-to-understand indicators and coverage maps.

The PLACE manual's files are available as free downloads. These files provide the entire manual in one Portable Document Format (PDF) file, as well as individual chapters of the instructional portions as individual files.
